Verify the license and insurance
Any contractor building a block or retaining wall in Orange County should hold a valid California contractor license and carry liability insurance. Ask for the license number and verify it on the CSLB website. (RIVO Construction is CA Lic #1148578.)
Ask about engineering and permits
Walls over about 4 feet, or any wall retaining soil, usually require permits and engineered plans. A good contractor handles this and won’t suggest skipping it — unpermitted walls cause problems at resale and can fail inspection.
